Connection between cathode pins of LED matrices and 3rd 74595
From the circuit, it is clear that cathode terminals of both LED MATRICES are connected to the Q0-Q7 pins of 3rd 74595.

Connections can be summarized as:
DS (pin 14) of 1st 74595 is connected to the 13th digital pin of Arduino mega.
SHCP (pin 11) of 1st and 2nd 74595 is connected to the 12th digital pin of Arduino mega.
STCP (pin 12) of 1st and 2nd 74595 is connected to the 11th digital pin of Arduino mega.
Q7' (pin 9) of 1st 74595 is connected to the DS (pin 14) of 2nd 74595.
DS (pin 14) of 3rd 74595 is connected to the 10th digital pin of Arduino mega.
SHCP (pin 11) of 3rd 74595 is connected to the 9th digital pin of Arduino mega.
STCP (pin 12) of 3rd 74595 is connected to the 8th digital pin of Arduino mega.
Gnd pin of 74595 ICs should be connected to the Gnd pin of Arduino mega.
OE (pin 13) of all 74595 ICs should be connected to ground.
MR (pin 10) of all 74595 ICs should be connected to Vcc.
